カリフォルニア大学サンタバーバラ校卒業後、マサチューセッツ工科大学大学院を修了し、1977年、博士号取得。現在、アリゾナ州立大学政治学部準教授。
1980年代より、ハバーマスやフーコーの思想を援用しながら、現実主義理論の批判を展開。"The Poverty of Neorealism", ”International Organization” (1984). で、ケネス・ウォルツの新現実主義を誤謬の天球儀と評し、徹底的に批判。
